Laura Seay is an assistant professor of political science at Morehouse College. Her research addresses community responses to state fragility in central and eastern Africa. She has conducted extensive fieldwork in the eastern Democratic Republic of Congo and is writing a book on the differences in the ways that civil society organisations respond to the state's absence in social service provision. She is a contributor to the Christian Science Monitor's Africa Monitor blog.

Fernando Sarmiento Santander is a researcher on peace initiatives at CINEP, where he is currently the coordinator for the Citizenship, Development and Peace Team. Since 1997 he has focused on peace mobilisation in Colombia, specialising in social management, political participation, conflict resolution and international humanitarian law. He also has experience in strengthening local peacebuilding initiatives.
Clara Sandoval is a qualified lawyer and a Senior Lecturer in the School of Law at Essex University, former Director of the LLM in International Human Rights Law, member of the Human Rights Centre and Co-Convenor of the Essex Transitional Justice Network.
Rashid Sandi was a member of the Revolutionary United Front (RUF) from 1991 to 2000. He was the RUF’s representative as Co-Chair of the Socio-Humanitarian committee at the Lomé peace talks.
