Kåre Vollan
Kåre Vollan is director of Quality AS, Oslo. He has worked on elections in more than 30 countries and territories. From 2006 to 2016 he advised the Election Commission and politicians in Nepal, in particular on the system of representation. Between 1996 and 2009 he headed 12 international election observation missions or teams. Since 2003 he has drafted opinions on election laws for the Council of Europe’s Venice Commission. He has taught and published on post-conflict elections and power-sharing, including most recently Elections in Nepal: Identifying the Politically Excluded Groups – A study of the parliamentary election results from 1991 to 2013 (2015) and (co-author), Power-Sharing in Conflict-Ridden Societies (2015).
