This working paper presents experiences and lessons learned by Conciliation Resources about the role of civil society in security sector reform (SSR) in Sierra Leone.  

Rosalind Hanson-Alp of Conciliation Resources gives a brief historic overview of the main characteristics of the security sector in Sierra Leone until the end of the war and how it shaped relations between the sector and civilians.  She then looks at the implementation of the SSR process and specific improvements and mechanisms for civilian engagement.  She draws on experience from the Strengthening Citizen’s Security project.  She offers some concluding thoughts at the end.
