Both the Government and the Moro Islamic Liberation Front (MILF) have committed to international instruments, such as the United Nations Universal Declaration on Human Rights. Further violence is in neither party's interests and an inquiry into human rights violations can provide a platform for renewed dialogue and confidence-building.

There are therefore a number of options available.  For example, the International Monitoring Team or groups such as Bantay Ceasefire could conduct fact-finding missions.  The UN and the Association of Southeast Nations could also be asked to play increased roles.  

The reality is that the Philippines can use this opportunity to become a regional pioneer in peace and human rights.
