Impact of counter-terrorism legislation on peace processes and mediation with armed groups

Conciliation Resources, in collaboration with Chatham House, organised a workshop about the impact of proscription on conflict resolution and its utility as a policy instrument.  This paper gives an overview of the discussions.

In light of the UK's policy review of this area, the first session examined the rationale for engaging with armed groups and the challenges this presented.  For example, how does one open the channels of communication in practical terms? 

The second session looked at current UK counter-terrorism legislation in general and proscription procedures in particular.  The final session focused on possibilities for reform through more nuanced proscription measures and transparent de-listing mechanisms.
