The issue of displaced persons' right of return is key to the Armenian-Azerbaijani peace process and both sides' approaches to the issue differ greatly. However, the reality is that the individual's desire to return cannot be assumed and a range of solutions need to be looked at.
This publication combines the knowledge of Armenian and Azerbaijani analysts with an international expert on displacement. The research papers look at, for example, lessons to be learned from Bosnia and the concept of empowering displaced individuals to make their own choice on where to live.
They also examine different obstructions to addressing forced displacement, such as post-war changed demographics in an area, and they make policy-orientated suggestions on dealing with the issue of displaced communities and refugees.
