In September 2012 the Regional Civil Society Task Force met in Bangui, Central African Republic, for a two-day workshop. The Resolution document sets out the agreement reached by fifty community, religious and traditional leaders from the four countries affected by the Lord's Resistance Army conflict. An accompanying media release highlights the key messages while a separate file contains the background notes delivered at meetings with Central African Republic government ministers and international diplomats.
The consensus during discussions was that the ongoing effects of the conflict must be urgently addressed and that a sustainable solution is needed to avert further long-term humanitarian consequences for the entire region. The main findings of the meeting were that attention and concerted non-violent action must focus on:
- Civilian protection
While a stated objective in all counter-LRA strategies this has not been assured in practice - Reaching out to communities
Visible peace dividends in the form of infrastructure that services and connects people in the four affected countries needs to be established - Reaching out to the LRA
Re-establishing channels of communication with the LRA is a big challenge – the Regional Civil Society Task Force feels there is a strong need to discretely and effectively engage with senior LRA leadership, and build confidence in a peace process
