Seàn Mag Uidhir discusses what led to the IRA’s decision to call a complete cessation of military operations in 1994 and what caused this ceasefire to break down. He notes that, despite this breakdown, the IRA’s move in 1994 had changed everything and there could be no return to the long war of attrition: they now believed that dialogue would be a necessary element in bringing the war to an end.

Adams understood perhaps better than anyone that the cessation could not hold without movement by the British government at least on the core issues of equality, justice and human rights.
