This report by the United States Institute of Peace (USIP) summarises workshop discussions held with Conciliation Resources, Berghof Peace Support and the HD Centre for Humanitarian Dialogue.

Experts discussed the reasons, risks and main criteria for engaging with armed groups.  For example, it should be considered whether the group can deliver a ceasefire.  

Mediation best practice was analysed and it was agreed that intermediaries should regularly evaluate any process and involve all major armed and non-armed groups.  They also debated the effects of sanctions on conflict parties and recommended changes to counter-terrorism laws.  For example, criteria for proscription listing and delisting should be clarified.
