This speech was given by Dr Dennis Bright at the Conflict, Development and Peace Network Conference in London. 

He describes the effects of the increased international presence in Sierra Leone over recent years.  On the one hand, this has brought reassurance and confidence to the population.  On the other hand, the visibility of the United Nations and foreign troops has reinforced perceptions that life in America and Britain is easy and comfortable, with the consequence that many youth seek to leave.

There has also been an apparent loss of the government's sovereignty.  This is particularly evident in the approach to a Special Court and a Truth and Reconciliation Commission.

Dr Bright also proposes the assessment of larger NGOs and raises the role of mercenaries and the need to prevent the arms and drugs trade (of which children are often the primary victims).  Finally, he explores the impact of media technology.
