TLWOI is a federation of 35 community-based women's organisations of indigenous peoples in the province of Maguindanao. TLWOI aims to support Téduray and Lambangian women in attaining their sustainable and environmental development, while respecting their indigenous cultures and the promotion of basic development rights as tribal women, including the right to decision making processes, community development projects, and justice and peace.
 
Froilyn Mendoza, the head of TLWOI, is a member of the Transition Commission which implements the 2012 Framework peace Agreement on the Bangsamoro.
 
TLWOI receives administrative and technical advice from the Rural Women's Coalition PKKK.
